Power level (no published rationale).
No official reason published.
Community & historical context (not an official statement)
Analytical/community: replaying the graveyard for a turn produces the strongest single combo turns, especially with Lotus Petal and Lion's Eye Diamond (Draftsim; Chronicles). Banned in Extended (Sept 1999), restricted in Vintage and banned in Type 1.5 (Sept 1999); still restricted in Vintage, banned in Legacy.[1, 2, 3, 4, 5, 6]
Yawgmoth's Will (Urza's Saga, 1998) was banned in Extended and Type 1.5 and restricted in Vintage in September 1999, and remains restricted in Vintage today. Premodern's pool has the fast mana and rituals that make it explosive, and it has been banned on every archived list. No reason was published.
