Sorcery
Target player loses 2 life and you gain 2 life.
Storm (When you cast this spell, copy it for each spell cast before it this turn. You may choose new targets for the copies.)
Storm finisher; keeping it out makes Premodern storm decks rely on Brain Freeze.
Power level / storm win condition (official mention, no full rationale).
Berlin (June 2018), on Bargain decks: "in the absence of an obvious win-con like Tendrils of Agony (which is banned)". Confirms ban status, not a reason.
Tendrils of Agony (Scourge, 2003) was never banned by Wizards in any major format, but Premodern has banned it on every archived list. In 2018 Berlin pointed to its absence as one reason Bargain-storm decks lacked a clean win condition. Storm still exists in Premodern through Brain Freeze, as in Frantic Storm.
Historical context, not Premodern decisions.
